水电站造价管理工作回顾与思考

Reviews and thinking on the cost management work of hydropower stations

我国水电站造价管理体系是在55年的实践与探索中建立起来的。计划经济时期的概预算制度最初从前苏联引进,并逐步与我国国情相结合,整章建制。改革开放后,工程造价管理制度逐渐步入正轨。随着市场经济的推进,水电项目实行业主责任制、招标承包制、建设监理制,造价形成的市场化程度日益提高。但在造价管理方面,也还存在一些认识和方法方面的问题,需进一步改进。

The cost management system of hydropower station in China was set up on the basis of 55-year practice and exploration. The estimation and budget system during the planning economy is introduced from the former Soviet Union at the beginning and was gradually stepping into the normality after the reform and open to the outsides, in combination with the local conditions of our country and having experienced many political movements including the Great Cultural Revolution. With the advance of market economy, the hydropower project adopts the owner's responsibility system and project bidding and tendering and contracting system so that the cost has formed the market mechanism. But in the aspect of cost management, it also exists some knowledge and methodological problems. Therefore this paper puts forward the considerations on some problems.
