本文认为,科学发展观是党在发展才是硬道理的理论指导下,总结我国现代化建设的历史经验,从国家经济社会发展全局出发制定的重大战略思想和指导方针;坚持和落实科学发展观必须正确处理发挥市场机制的作用与加强宏观调控的关系;在科学发展观的指导下,加强和改善宏观调控是完善社会主义市场经济体制的关键因素,是提高驾驭社会主义市场经济能力的重大政策措施;近年来的宏观调控具有鲜明的特点,既着眼于解决当前经济生活中的突出矛盾,又着眼于为长期经济健康发展奠定良好的体制基础,特别是综合运用经济手段、法律手段和必要的行政手段,并充分发挥了国有经济的主导作用,取得了明显成效,实现了预期宏观调控目标。

This article maintains that the concept of scientific development is the major strategic ideas and guide line formulated by our Party on the basis of 'development is the fundamental principle',summing up the historical experience from the modernization drive and the overview of the situation.To uphold and implement the scientific development ideas,we must correctly handle the relationships between giving play to the market mechanism and tightening macroeconomic control.Under the guidance of the scientific development concept,tightening and improving macroeconomic control is the critical factor to improve the socialist market economy.It is also the important measure to enhance the abilities of keeping the market economy well in hand.The current macro-control has its own characteristic,it is with a view not only to solving the contradictions within the current economy,but also to providing a solid foundation for the healthy and long-term economic development.And it gives full play to state sector,yields notable results and realizes its objective.
