文章在对农村社会养老保险制度建设试点区的制度运行困境的调研和分析基础上,对现行农村社会保险制度存在的问题进行了深入探讨,提出重新探索农民养老保障的制度实现途径、转变制度构建思路、编织基本"社会安全网"的建议。

Based on research and analysis of the predicaments in the pilot regions and further in-depth studies of the current rural social security system, the authors put forward the suggestion of building 'social security network' through innovating ways of achieving rural old-age pension system.
