The sureness of the price is a great difficult problem in the international technological trade all the time. It not only involves the vital interests of technological transformation of both sides, but determines whether the technology transforms or not. This text tries proceeding from characteristic of the technological cost, proposes the cost model of technological development, and various kinds of parameter assignment method to model on this basis to make the seller's fixed price rationalization of the technological trade.
