摘要
文章从"大同"、"小康"的原始涵义出发,介绍了总体小康与全面小康的联系与差别,指出实现全面小康是未来十多年我国社会的奋斗目标。要实现这一宏伟计划必须彻底解决"三农"问题,必须城乡统筹协调发展,因为"三农"问题已成为实现全面小康的最大障碍和瓶颈,最后给出解决"三农"问题的具体措施和建议,即按照2004年中央一号文件所阐述的"多予、少取、放活"方针政策,全面实现农村的大踏步的经济发展和社会进步,从而保证全面小康社会目标的实现。
Starting from the original concept of Great Harmony, Well Off, this work introduced the links and differences of All-Round Way Well-Off and Integrate Well-Off. This work points out that the realization of All-Round Way Well-Off is our country's goal of the next 10 years. To make this come true, Issues Concerning Agriculture, Countryside and Farmers must be settled, urban and rural area must develop in a harmonic way, since the Issues Concerning Agriculture, Countryside and Farmers has been the greatest holdback and (bottle-neck.) The last part of this work suggests concrete measure and suggestions for settling the Issues (Concerning) Agriculture, Countryside and Farmers-according to the 'give more, take less, open up' policy of the No. 1 Central Committee document, realize the economic development and social progress, ensure the the realization of the goal of An All-Round Way Well-Off Society.
