The three generations of CCP leaders represented respectively by Mao Zedong, Deng Xiaoping and Jiang Zemin have ruled the nation first by law in form , then by humanity, again by law but also by virtue. The history of our party 's over fifty years' ruling shows that ruling by law and ruling by virtue should supplement and promote each other in order to ensure the country's safety and peace.
