On Realization of Public Ownership in Shareholding Corporations

党的十六届三中全会提出 ,股份制应成为公有制的主要实现形式。股份制企业中公有制的实现具体体现在产权结构、治理结构和信息披露中 ,即产权主体多元化、产权安排过程公益化 ;治理结构的市场机制建设 ,管理层行为的科学、民主 ;信息披露的公正、公平、公开。不能认为 :产权明晰 ,有人监护 ,“一改就灵”。

It was put forward in third session of the 16th CPC Central Committee that shareholding system should become the main form of public ownership system. Realization of public ownership in shareholding corporations does not only mean to establish a clear ownership and to arrange a public property keeper. It means also multiform bodies of property rights, commonweal-thinking in property allocation, governance structure's reformation aiming at building a market mechanism and leading to scientific and democratic management behaviors, and just, fair and open information release.
