This paper expounds the importance and necessity of strengthening the construction of Party's ruling ability when the foreign and domestic situation varies greatly and our country's building an all-round well-off society enters a critical juncture, analyzes on the defects of traditional “all-purpose government”, and points out that administering the country by “the limited government”is the best method for making the country and the government do something, and establishing “the limited government”should be an important target of our country's reform of the political system.
