Thoughts on Increasing Employment in the Non-agricultural Sectors

非农就业成为农民增收的基本渠道,非农就业不是一个单纯的“三农”问题,而是和国家的宏观经济战略,城市化模式与道路的选择有关。扩大非农就业必须确立就业优先的经济战略;保护农民工的权益;促进服务业的发展;同时注重农村内部的非农就业。

As a major way to increase farmers’ income, non-agricultural employment is not only an issue relating to agriculture, the countryside and the farmers, but also one relating to the country’s macroeconomic strategy and the choice of the pattern and path of urbanization. The prerequisites for increasing employment include: 1) formulating economic strategy by treating employment as a top priority; 2) protecting the rights and interests of farmer laborers; 3) promoting service sectors; 4) increasing ways of non-agricultural employment in the rural area per se.
