中国农业技术推广机构设置与运行机制的战略思考

A Fresh Agricultural Extension System in China and its Running Mechanism

简要回顾了中国农业技术推广体系的历史和现状,分析了现行农技推广机构的利弊,提出了农业科研、教育和推广紧密结合的新型农技推广机构的设置思路及其运行机制,并探讨了该体系实现的措施。新型农技推广机构是以农业部为最高管理机构,加设专家顾问团,负责研究全国各地重大农业问题,从而为其决策提供参考;以农业大学、农科院和农校组成的教研联合体为实施机构,上直对农业部,下直面农业生产第一线,并组建和依托各级农业科技园,重组原地、县、乡镇各级推广机构,开展科研、教学及推广工作。

After a terse review of the history and status quo of the agricultural extension system in China, this paper analyses the advantages and disadvantages of the old system, then brings forward a fresh system which integrate scientific research, education and extension into it, and then describes its running mechanism and discusses some measures to realize it. In possession of a committee of experts who deals with the agricultural problems of the whole country to help decision-making, the Department of Agriculture is the highest administrative framework. The operating framework is composed of agricultural universities, scientific institutions of agriculture and agricultural schools, whose work directly connect the Department of Agriculture with front line of agricultural production. Then demonstration garden of agricultural science and technology at all levels which belongs to the operating framework as a site of research, agricultural education and extension is built and used to rebuild the former skeleton agricultural extension system.
