摘要
进入WTO后,建设大型的具有国际竞争能力的环保企业势在必行,通过建立污水处理的合资公司,充分利用金融机构的融资或利用外资等方式,进行环保设施建设,加强市场化运营与管理,与国际惯例接轨,是环保事业发展的重要途径。探讨了城镇污水处理设施建设、运营及管理的市场化运作方式,分析了各种模式的适用性和特点,针对目前国情提出了一些有益的建议。
This paper investigates a model of building-operation-management for wastewater treatment plants in the market, discusses applicable characters and specific properties of the model. Some helpful suggestions are presented to the plants in China.
