论提高中国货币政策有效性的途径

On Means for Improving Effectiveness of China’s Monetary Policy

要提高中国货币政策的有效性,其途径无非是两条:一是准确定位货币政策本身,包括货币政策能干什么?不能干什么? 货币政策有无结构性调控功能? 货币政策调控模式应选择“单一规则”还是“相机抉择”等;二是改善货币政策赖以发挥作用的经济、社会环境,如寻求中国国有商业银行的再生之路、破除县域金融服务真空等。

There are only two means for improving effectiveness of China’s monetary policy. One is to correctly put monetary policy in right place, including, for what monetary policy can work? For what it can not work? Whether it has structured regulation function? Whether “single rule” or “random selection” should be adapted for regulation mode.
