Class, being as the basic unit, how to realize the effective linkegy between individuation shaping of class group and social needs through educational innovation and scientific management, has an important historic mission facing educational workers. The article puts forward introducing the ideal of educational innovation and scientific management in class management through analyzing development approach and function of class management.
