从改变传统图书馆封闭、单一、被动的读者服务工作观念入手，着重强调了在新形势下，公共图书馆必须解放思想、努力创新、以个性化服务为目标，创立服务品牌的新理念，并从实际出发提出了一些开创读者服务工作新领域的思路。
