应用安全系统工程方法 ,将实现投资控制目标视为投资系统安全 ,突破投资目标视为事故 ,并应用事故树对地铁投资系统的事故原因和安全对策进行分析 ,以更有效进行地铁投资控制 ,提高投资控制效果。

This paper using the principles of safety system engineering, regarding the investment system as safety if the real investment is under the target value, and contrarily regarding as accident.
