Abstract The existing operation of Haichang investment Zone is not ideal due to the dual administrative systems, i.e.,the town of Haichang, Dongfu and Guangkou,which are included in Haichang invest ment Zone, are subord mate to Jimei District: While the villages of Xinan and Xiayang,which are also included in the Zone,are under the control of Xinlin District .Thus, it results in the separation of administration and economic development within the Investment Zone and becomes the causes of many contradictions and conflicts, which prevent the Administrative Committee of the investment Zone from fully performing its management function, and thus influence the economic development in the Zone. To overcome the above-mentioned shortcomings, an effective reformat ion of the administrative systems of the investment Zone should be executed with its objective model aiming at unifying administration and development to create a new Zone Government as first-class administrati ve institution with the four fundamental characteristics of 'Unification, Auth ority, Concisiveness & Efficiancy'. To transfer the existing administrative systems to the goal model needs a transition period .Following are the approaching steps: 1 .Unified planning and separate management, i. e., the whole Investment Zone of 100 KM2 can be divided into 2 sectors,one involves HaichangTown,Xinan Village and Xiayang Village.which should break any administrative subordinat ion relat ions with Jimei and Xinglin Districts respectively. and belong to the new Zone Government; while the towns of Dongfu and Guangkou remained subordinate to Jimei District,but the General Economic Development Programe and industrial structure should be under the supervision and control of the new Zone Government 2. Setting up information institutions to realizethe separation of the new Zone Government's macro and micro policy-making functions. 3. Fully developing the service function of the community to achievthe outcome of 'small government,big society'. 4. Adjusting the distribution of finance and tax income. At first,the powers of administration,economic construction and finance,which originally belong to Jimei and Xinglin Districts respectiyely, should be unified and subordinate to the Administrative Committee of the investment Zone.The financial loss of the above-mentioned 2distriots should be appropriately compensated. In addition, an appropriate solution to future distribution of financial income from the newly-introduced items should be taken into consideration and put forward
