Abstract Whether North America Economic Circle and America Economic Circle to be built and formed in early 21st centry are closed economic groups or open economic organic whole? The author disagrees with most scholars at home and some economists abroad at this point,and believes that both have the nature of openness. First,theoretically speaking,both North America Economic Circle and Future America Economic Circle are cocentrated on trades outside the circles, which is called creative trade with openness instead of transfer trade which is concentrated on internal trade. In practise,the openness of North America and America Region is easy to see. Secondly.as viewed from protection and competition,in the process of gradual formation of economic circle. protection of economic interests is only a kind of means. which is temporary and short run,economic competition is the final goal which is long run.This also expresses that both North America Economic Circle and Future American Circle are not closed ones. Thirdly,the globalization of enterprise activities disagreeing with national interests promotes openning mankets in North America and America region.Fourthly,the openness principles of economic policy promotes American countries to open their markets, At last,the close economic relations between countries and areas in the Pacific Ocean determinate the openness of North American Economic Circle and future American Circle.
