Abstract Since the i'mplementation of 'Special Policy and Flexible Measures' in 1979. Fujian has witnessed great achievementsin Reform and Opening to the World, with multi-dimensional,multi-functional an d all-round open lug structure includingSpecial Economic Zone. Taiwan investor Zone, Economic OpeningZone, Bonded Zone and National Tourism & Vacation Zone etc. Atpresent, Fujian is making new policies of opening to the world topromote local economic development and foreign economic relations.
