我国大学治理面临的问题及改善思路

Problems Faced by China′s University Running and Refining Ideas

中国大学治理亟需政府明确大学的性质、定位、社会责任范围、投资体系、规范的资源配置模式,使大学在一种规范的政府管理和社会环境下按照大学自身的规律行使其独立法人权力。在大学内部,党委和校长要责任明确、各负其责、相互配合、共谋发展。作为提供高等教育资源的大学,其价值体现为独立的决断和独立的治理,根据自己学校的特点确定办学特色,建立适应自身生存和发展的办学治理机制。

For the running of China′s universities, it is urgently needed for the government to define the nature, positioning, social responsibility scope, investment system, normalized resource allocation mode, etc. of universities to enable them to exert rights of independent legal persons in terms of the laws of their own under the standard government administration and in the social environment. Within the university, the responsibility of the Party committee and the president should be made clear in a way that each should assume individual responsibility, conduct mutual coordination and jointly strive for development. Acting as a unit for providing resources of higher education, the value of the university lies in its independent decision-making and independent running and establishing the school-running mechanism tailored to its own survival and development.
