汉江中下游湖泊—流域地区综合开发与整治

A Study on the Strategies to Comprehensively Develop and Regulate the Area around Middle and Lower Reaches of Han River

以系统理论和科学发展观为指导, 从五个方面提出了汉江中下游湖泊—流域地区综合开发与整治对策:(1) 以流域社会经济与资源环境系统为载体, 构筑可持续发展基本平台。(2) 树立湖泊—流域地区综合治理理念。(3) 借鉴国外湖泊—流域地区综合开发与整治经验教训, 高起点开发利用和治理汉江中下游湖泊—流域地区。(4) 以南水北调中线工程上马为契机, 运用工程措施综合开发和整治汉江中下游湖泊—流域地区。(5) 以有效的管理机制和健全的制度为保障, 营造良好的区域发展环境。

Guided by systematic theory and scientific development notion, this paper puts forward five strategies to comprehensively develop and regulate the area around middle and lower reaches of Han River:(1) construct the basic platform of sustainable development, with social economy and environmental resource system around the drainage area as the supporter;(2) set up integral notion of harnessing the lakes’drainage area;(3) explore and harness, with high starting point, the area around middle and lower reaches of Han River, borrowing from abroad the ideas of comprehensive development and harnessing;(4) comprehensively develop and regulate the area around middle and lower reaches of Han River by employing engineering measures, with the chance of beginning the midline project of “ South-north Water Transfer; and(5) build favorable development environment,with efficient management mechanism and sound system as the guarantee.
