摘要
振兴辽宁老工业基地,需要建设一支素质优良、结构合理的科技人才大军。最近,辽宁省人才工作会议决定实施人才强省战略,把加速人才振兴,特别是科技人才振兴摆上了重要日程。对于这一战略,有关方面已有了一个比较清晰的思路,但在战略驱动力问题方面似乎不太清晰。如果辽宁科技人才战略驱动力问题不能得到很好解决,其将影响整个战略的实施效果,甚至成败。
Developing Liaoning needs large number of people with high ability in science and technology. Recently, some decisions have been made in Liaoning talent meeting that we should cultivate more talents and make full use of them, especially people with high ability in science and technology. But talent strategy's driving force has been overlooked. I think that if the question about strategy's driving force is not settled, it may lead to the strategy's failure.
