浅析日本对华ODA政策和中日关系

A Brief Analysis of the Japanese ODA Policies Towards China and Sino- Japan Relationship

1979年末以来,日本一直是最大的对华ODA提供国。在历年日本ODA的受援国顺序上,中国始终占据第一、第二位。日本的对华ODA已构成中日关系的重要一环。近年来,日本的对华ODA政策正发生着微妙的变化,到2003年度降到了第三位,这势必对中日关系产生一定的影响。本文拟就日本对华ODA开始、变化及原因与其中的中日关系进行论述。

Since 1979,Japan has been the biggest provider under ODA towards China.China always stands in the first place or in the second place in the list of Japanese ODA recipients towards China.The Japanese ODA towards China has become important part which influences Sino- Japan relationship.In recent years,however,the Japanese ODA Polices has changed subtlely so that the amount of the Japanese ODA towards China decreased to the third place in 2003.This necessarily will have influence on Sino- Japan relationship.This paper discusses the beginning of,the changes of and the reasons for Japanese ODA policies towards China and Sino- Japan relationship.
