Administrative culture is not only the ideological culture basis of the administrative management system, but also that of the soft environment. Administrative culture innovation is the inside order of the self-development. It is the inevitable request of developing the socialist market economy and economic globalization. This innovation makes the important sense on the following aspects. They are promoting the administrative management system reform, building a well-off society in all-round way, accelerating the socialist modernization strides. It must uphold the basic tenets of Marxist theory, start from the fundamental interests of the overwhelming majority of the people, continue and carry forward the fine tradition of the national administrative culture and make it go forward in the right way continuously.
