抗战前南京政府的土地立法是这一时期法制的重要内容.它虽然没有真正实施,在当时没有起到实际的作用,但不管在形式上或是内容上它还是有不少借鉴之处的,在中国首次形成了系统的土地法律法规体系,主张土地国有,力促荒地开发,尽力充分发挥土地使用效率等.它还对我国的法制近代化有着一定的影响和作用.

The land legislation of Nanjing National Government before the Anti- Japan War was very important in the law system in this period. Though it was not implemented, and it was ineffective, it had something valuable according to its contents and formation. And it also affected the modernization of Chinese legal systems.
