公开、公平、公正原则是行政许可法的基本原则之一,对改进规划管理模式,规范规划许可行为,保护公民、法人和其它组织的合法权益,保障和监督规划管理部门正确行使行政许可有着重要意义。其中公开原则体现在对规划行政许可的行为过程和结果的公开上,公平、公正原则体现在规划管理的适当性上。
