关于各级政府对基础教育经费投入重视程度的调查报告——重庆基础教育调查的个案研究

Survey of Government’s Attention on Elementary Education Investment——A Case of Chongqing’s Elementary Education

该研究报告通过大量的问卷调查和实地考察 ,对重庆市各级政府对基础教育经费投入的重视程度进行了全面分析 ,认为各级政府较之以前都对基础教育给予了相当的重视 ,但是还显得很不够 ,如 :政府对基础教育的投入还很不足、挪用教育经费的现象屡禁不止、各级政府的经费分担体制还不完善等等。笔者认为 ,这些问题不仅仅是重庆市基础教育中存在的问题 ,在全国都具有普遍的意义。因此针对这些问题 ,我们提出了一些相关的政策建议 ,希望今后各地政府在基础教育经费投入方面给予更多的关注。

By means of a large number of questionnaires and the on-the-spot investigation in ChongQing, the research generally analyzes the recognition level of governments’ investment in elementary education. We think that governments of all levels have already attached much importance on elementary education than before, but this still isn’t enough, such as government’s input of elementary education is insufficient; the phenomenon of defalcating educational outlay can’t be forbidden; the system of governments’ participation on educational outlay is imperfect, and so on. I think these problems are not only existed in Chongqing, but in the whole country. Therefore, to these problems, I put forward some correlative suggestions for policy, and hope our government can attach more importance to our elementary education’s investment.
