科学发展观以人的全面发展为出发点和落脚点,强调"全面、协调、可持续"发展, 蕴涵着"以人为本"的基本理念。这一理念是对人的历史主体地位的科学概括,是对人与历史 相互关系的科学总结,是唯物史观的内在要求。
