The USA and Germany possess important status in the development process of modern higher education. Their higher educational systems are formed through continual reform and innovation which are based on their respective national conditions and cultural tradition, and therefore have distinct characteristics. A comparative analysis will help the current reform and development of our higher educational system and enable us to acquire some revelation and experience for reference.
