摘要
我国是一个人口众多、人均资源占有量低于世界平均水平的发展中大国，资源供给不足成为制约经济社会发展的重要因素，加快建设节约型社会已是当务之急。我们必须按照科学发展观的要求，发展循环经济，建设节约型社会，实现经济社会可持续发展。
China is a developing country with huge population and the amount of resources per capita is much below that of the world average. Shortage of resource provision has restrained the economic and social development therefore a conserva- tion-minded society become the only solution and top priority. It’s necessary to boost recycling economy and conserva- tion-minded society according to the scientific developing concept.
