从战略角度来看,实施西部大开发,要注意处理好以下关系(1)把提高经济效率同注重社会效益结合起来。(2)把突出开发重点同促进全面发展结合起来。在市场经济社会中,社会资本向具有趋利性和安全需求,因此西部大开发另一个的根本性工作是利益导向。要按照市场经济规则,以西部特有的投资利益去吸引国外国内的民间投资。

From the strategic goals for implementing the Western Region Development Program, efforts should be made to deal with the following relationships: (1) Combine the increase of economic benefits with the emphasis on social benefits. (2)Combine the emphasis on development priorities with the promotion of all-round development. In the society of market economy, investing of the non-governmental capital has the nature of seeking benefit and demand for safety. So the other basic work is to guide by benefit in the great exploitation of West China. We must attract the foreign and domestic non-governmental capital by the peculiar benefit of West China according to the rules of market economy.
