正确地看待和对待国有企业“改制”

On Proper Opinion Toward SOE Reform

本文分析了前几年国企改制中国有资产流失的两个原因,并针对这些原因提出国企改制应采取的措施,这些措施包括:禁止企业经营者以任何方式获得企业所有权;在公有企业中开展反腐败斗争;清理整顿会计、审计行业;停止政府以“产权改革”为名的国企私有化运动;强制性实行信息公开化和民主程序建立立法程序等。

The present text analyzed the causes for state assets losing in the process of SOE reform in China in the past couple of years and measures are proposed to prevent the managers from holding the property rights of the state enterprises in whatever form while the anti-corruption measures are to be taken in the state enterprises. Accounting firs and auditing services are also to be cleaned so that the privatization of the SOES in the name of “property rights reform” has to be stopped. Other measures include compulsory disclosure of information and legislations formulated for this issue.
