The socialization of environmental propaganda and education may make the environmental propaganda and education deepened. In this paper, the significance and its performance first have been discussed. Then capability construction during socialized environmental propaganda and education has been stressed. The socialization of environmental propaganda may be advanced by the capability construction. Moreover, it has a benefit of improvement of all people's environmental consciousness. Finally, environmental quality can be improved and a new sustainable development and ecotypic society can be built.
