政府能力是实现政府职能的基础,发展中国家政府要履行其职能,就必须提升其能力。但经济全球化却客观上弱化了发展中国家政府在政府汲取能力、权威或合法性能力、选择干预手段的能力、强制能力和调控能力等方面的能力。发展中国家政府只有积极加强自身能力建设,才能走出经济全球化背景下政府所面临的能力困境。

Therefore, the developing countries need to enhance their governmental capabilities to get out of this dilemma.
