科学发展观是对世界发展潮流和发达国家一般发展规律的准确把握,西北地区要落实科学发展观,必须立足于本地区的现实,探索发展的特殊规律,以科学的认识为起点,以经济发展为基础,走一条跨越式发展的道路。

The scientific concept of development is on the basis of exact mastering the development trend of the world and the general expanding rule of developed countries. In order to implement the scientific concept of development in the northwestward, we must base on the reality of the northwestward and the exploration of special development rules of the northwestward Region. At the same time,we should take the scientific understanding as the starting point as well as take economic development as foundation,and choose a span-type development path.
