西部地区农业产业化龙头企业在推行清洁生产时的主要障碍有观念障碍、制度障碍、资金障碍、技术与人才障碍、信息障碍。利用环境经济手段,激励龙头企业开展清洁生产,改变依靠政府单方供给驱动机制,完善清洁生产市场机制,建立清洁生产技术标准体系,对农业产业化龙头企业进行绿色认证是促进清洁生产实践的关键对策。

The barriers for the realization of a cleaner production in the leading agricultural enterprises in the western regions of China are mainly manifested in the fields of concept, institution, financing, technology, manpower and information. Encouraging the leading enterprises to promote a cleaner production by economic means, changing the driving mechanism in which the government provides one-sided supply, developing the market mechanism for a cleaner production, setting up a system of standards for cleaner production and green attestation of industrialized leading agricultural enterprises are among the chief countermeasures.
