The Historical Inevitability of New-industrialization and Its Developing Way in China

资源匮乏、环境污染严重 ,工业生产方式已陷于严重危机之中 ,新工业革命范畴的新科技革命、新产业革命正在全球蓬勃兴起 ,人类文明将在 2 1世纪实现向新工业文明的转变。中国的现代化建设正是在新工业革命兴起的时代大背景下展开的。在 2 1世纪的现代化进程中 ,中国的现代化建设一方面要受到资源和环境因素的制约 ,另一方面要受到新科技革命新产业革命的制约 ,这两个制约机制决定了中国既不可能建立起发达的工业化 ,也不应片面追逐发达的工业化。根据中国的国情和当代的时代特点 ,中国一方面应该建设“适度工业化” ,另一方面应该积极开拓和建设“新工业化”。要坚持运用新工业化发展理念去筹划经济社会的长远发展 。

The old mode of Production has slumped in serious crisis. The human will prefer new industrialization in 21rt century. In the process of modernization, on the one hand, China will be restricted by resource and environment, and on the other hand, will be restricted by new revolution of science-and-technology and industry. The above two restricting mechanisms decided that developed industrialization may not be set up in China. And we should not pursue it unilaterally. On the basis of China's situation and time character, we should set up moderate industrialization, and actively try to exploit new industrialization. It is necessary to use the developing idea of new industrialization to design long economic development and advance China's modernization.
