能不能实践“三个代表”是执政党执政能力高低的问题。20世纪90年代以来,这个问题更加严峻地考验着每一个执政党,尤其是无产阶级政党。适应不断变化的新形势,揭示社会环境中的重大问题和时代真理是政党和成熟政治家的职责,也是能不能成为“三个代表”的首要要求。因此,执政党必须与时俱进,掌握新知识、积累新经验、增长新本领,特别要大力提高执政党判断形势的能力、驾驭市场经济的能力、应对复杂局面的能力、依法行政的能力和总揽全局的能力。

The major problem whether the ruling Party can be 'three representatives' or not is whether the ruling party is capable or not . The problem has become severer since the 1990's .It tests every political party , especially proletarian party .It's the duty of ruling party and mature states-man to reveal the major problems in social environment . It is the chief requirment for the ruling party to be 'three representatives' . Therefore, the ruling Party should keep pace with the times , grasp new knowledge , accumulate new experience and increase new skills.And the Party should especially energeticly improve the ability of judaing situation, controlling market economy,dealing with complicated phase , administering by law and holding plenary authority.
