传统的公共行政理论很难适应时代发展的需要,难以指导实践且对现实缺乏解释力,无法体现人民大众的公共需求。公共行政的危机主要体现在:以官僚体制为基础建立起来的政府行政效率低下;在信息非对称前提下公共行政行为成本高而透明度低;在注重内部取向的基础上公共行政目标缺少战略思维等等。

The traditional theory of the public administration is hard to adapt to the requirement of the development, difficult to direct practice and lack of explanation for facts. It is also hard to embody the public requirements, The crisis of the publi administration mainly lies in the following: low sufficiency of the government administration established on the base of the bureaucratic system; high cost but low-grade transparency of its actions with the presequisite of non-symmetric information; lackness of strategic thinking ways of its target on the base of valued inner orientation and so on.
