随着全球海运行业的复苏,船舶油污染防治工作也显得极为严峻。国际组织及西方发达国家已建立了相关的油污染防治公约或法规来防治海洋环境的进一步恶化,但我国的船舶油污染防治体系尚未形成。介绍了国内外船舶油污立法的现状,并对船舶油污染防治的法制建设工作提出立法建议。

With the recovery of global trade by sea,the work of prevention and control of shipping oil pollution seems extremely severe. International organizations and western developed countries have already set up relevant conventions or rules on prevention and control of oil pollution to prevent the further deterioration of the marine environment. The system of prevention and control of shipping oil pollution of our country has not taken shape yet. This paper focuses on the proposal of the legal system building-up work of prevention and control of shipping oil pollution.
