With the rapid development of network education, a very important problem has arisen to balance all costs of network education and to automate electronic payment. The balance system of network education is a new-style electronic commerce just based on this problem. By analyzing and researching the current network education balance, this paper proposes the business flow of the balance system and gives the functions and modules of the systems and details of the solution.
