试论和谐社会的制度构建

Tentatively on Building the System of Harmonious Society

构建现代和谐社会,国家权力并不是维持其和谐的唯一根据与保障,和谐的根本在于制度。对制度的涵义与功能进行梳理,从历史与现实的角度分析,和谐社会的制度构建之所以可能,是因为和谐社会的制度构建既是历史发展进程的必然要求,也是我国现实需要的必然选择。并且,和谐社会的制度构建还需要有相应的价值理念支撑,它体现为社会公正、以人为本、法治和权利本位。没有明确的价值理念,也就没有明确的制度安排。

During building a harmonious society in modern times, the only foundation lies in a system not state power. When examining the connotations and function of system from the perspective of history and current reality, we can get a conclusion——building a harmonious society is a necessary of historical progress and of current situation in our country. And also the system requires relative values to support it, social fairness, human orientation, rule of law and rights-center; without such ideas, system will fail to be arranged well.
