The manufacturing industry of Jiangsu province has good base and respective environment,which decide that it may become an important point of the new turn's transfer of international manufacturing industry. But at nowadays in general it hasn't got rid of the 'follow-up' and 'low-end' introducing model and hasn't formed its own innovative R&D system. The Jiangsu's manufacturing industry should depend on its comparative advantage of natural resources and essential factors cost and improve its competition strategy and system innovation advantage. It should attract multi-national companies' R&D investment, then strength its local technology absorbing ability and innovating ability. It should cooperate with multi-national companies in the service area and expand the value-rising space of Jiangsu's manufacturing industry's value chain.
