本文在简述了我国生态危险导致的生态灾害、生态灾害的历史根源后,分析了我国的生态危险人为因素、生态危险的特点,提出了生态危险管理的一些措施。扼要介绍了生态保险及其发展,给出了生态保险的定义,论述了我国实行生态保险的必要性,建议我国的生态保险由政策保险逐渐过度到责任保险,随后指出许可证制度是我国生态保险承保、理赔的基础。

After briefing how ecological peril leads to ecological disaster and the cause of history, the paper analyses the ecological peril in terms of man-made causes and features in our country. It has suggested the measures of the management of the ecological peril, by introducing the definition ecological insurance and developing of the expounding the necessity of carrying out ecological insurance in our country, suggesting that ecological insurance should be done from government intervention to liability insurance. It goes on to point out that a license of system is the basis of the insure of the ecological insurance and claim.
