The 3rd generation of leading group's new contributions to the theory of economic reform can be summarized as follows: defining the aim of economic system reform as the establishment of socialist market economic system, confirming a basic economic system in primary stage of socialism with public ownership as principle part, co-developing with other forms of ownerships, distinguishing the ownership its proper from the operating forms of the ownership, advancing the theory of multiple operating forms of public ownership, and a series of other new concepts for the reforms of state-owned enterprises.
