The significance of establishing an independent social security system out of enterprises is to strengthen the whole society's security sense and create a good atmosphere for developing this task. At the same time, this measure has broken workers' dependence on the employing unit, and has facilitated a rational flow of labor force in the different ownership units,and has cut down management cost of enterprises in the field of social security in order to let enterprises have more efforts on dealing with economy, and has promoted social security's perfection and stability.
