本文分析了行政审批在计划经济和市场经济两种体制下的不同作用 ,阐述了深圳市超前改革审批制度的原因、内容和成效 ,并由此概括出适应市场经济社会的行政审批理论的要点。

This paper analyzes the different functions performed by the administrative endorsement system in planned economy and market economy, and elucidates the reasons, the contents and the effect of Shenzhen's forward-looking reform made in the endorsement system. On this basis, it sums up the essentials of the administrative endorsement theory that is consistent with a society of market economy.
