秦都咸阳的城市职能包括对城市内部的职能和对城市以外区域的职能。对内职能主要体现在对城市的管理上,包括行政管理、经济管理(主要指工商业管理)、城市人口管理等职能;对外职能包括政治统治与行政管理职能、经济辐射职能以及促进特定区域城镇体系的建立与发展。

City function of Xian Yang, the ancient capital of Qin Dynasty, consists of internal as well as external functions. The internal function is mainly reflected in the management, including administrative and economic ones, especially that of industry and business; while external functions are mainly concerned with the function of political domination and administration, economic radiation and promotion of establishment and development of the particular regional systems.
