摘要
本文对政策运用当中的“擦边球”现象进行了深层次剖析,进而指出了这种现象对体制转型当中的制度完善所作的贡献,改变了以往人们对“擦边球”现象的片面认识。鼓励企业大胆利用“擦边球”来获得政策的最大效益。
This paper analyzes the 'edge ball' phenomenon in policy execution, points out that this phenomenon has contribution for perfect enterprise mechanism during mechanism conversion. This idea changes people's opinion of 'edge ball' and encourage enterprise to achieve highest policy benefit by using 'edge ball' properly.
