Strategic Studies for Shanghai's Making an International Manufacturing R&D Hub

提出把上海建成国际产业研发中心,并讨论其必要性、可行性及存在困难和问题,以及实现这一目标的措施,指出上海应通过培育本地企业R&D能力、吸引外地企业和跨国公司R&D机构、构筑人才高地、培育创新产业集群和优化创新环境来实现这一战略目标。

This paper discusses the necessity, the feasibility, some difficulties and problems, and some countermeasures for Shanghai to become an international manufacturing R&D hub. The authors points out that Shanghai should take advantage of R&D globalization as a good opportunity to make itself as a manufacturing R&D hub of Asian and Pacific Region in 20 years and a global manufacturing R&D hub in 50 years. It is the inherent requirements for an international economic city and the necessary choice for improving the city's competitiveness for Shanghai to make an international manufacturing R&D hub. As to the feasibility of making a global manufacturing R&D hub, Shanghai has a very good opportunity and some advantages on location, industry basis, R&D environment, urban business culture and so on. On the other hand, however, Shanghai also is faced with some problems in making an international manufacturing R&D hub. For example, R&D ability of local enterprises is poor and there is lack of advanced and applicable talents. So, in order to accomplish its strategic target as an international Manufacturing R&D hub, Shanghai should do its best to enhance its local R&D ability, to attract the R&D labs of Multinationals and domestic enterprises, to foster innovative industrial clusters and to improve the city's innovative environment.
