With the rapid improvement of globalization and political multipolarization nowadays, the connotation and extension of peace and development which are the two major themes of the times have some new features. Under the new historical condition, it is not only theoretically significant but also practically significant to interpret the new features and research into some controversial questions in the academic circles. 
